The second royal gazette of the year still has a lot of leftover documents from 2022, with a prominent business tycoon being appointed as adviser to then-Prime Minister Hun Sen and documents finalizing the appointment of opposition party officials to the government.
The second book was released in late June and makes Pung Kheav Se an assistant to former Prime Minister Hun Sen, in a decree dated November 26, 2022. Kheav Se is prominent oknha and the owner of the Overseas Cambodia Investment Corporation, which has faced accusations of land grabbing at the new airport it is developing in Kandal and a satellite city the firm developed in Phnom Penh’s Chroy Changva district.
The book also contains documents detailing the government appointments of two former Grassroots Democracy Party opposition officials: Yang Saing Koma and Loek Sothea. Koma was made a secretary of state at the Ministry of Agriculture and has since been prominent in promoting government programs and campaigning for the ruling party.
Sothea was appointed an undersecretary of state at the same ministry and used to be a spokesperson at the GDP.
The gazette also contains appointments to the board of the Sihanouk Hospital Center for HOPE, which according to CamboJA News was allegedly forcibly nationalized by the government in 2022 amid a dispute among its donors.
Cambodia increased its neak oknha tally by two after the king appointed oknha Phe Hok Chhuon and oknha Ing Sisron to the higher title on November 26, 2022. Hok Chhuon is a founding member of the Cambodia Oknha Association and Ing Sisron is often photographed making donations to pagodas and monks with former Deputy Prime Minister Men Sam An.
