New Ambassador, Defectors and Overseas Medal Recipients: Gazette Book 3

Prominent opposition officials joined the government, overseas businesspersons were given medals and a new ambassador was appointed in documents published in the third royal gazette of 2023.

The third book was published by the government on June 26, 2023. The book includes the appointment of Dam Sithi to be an adviser to the government, with rank equal to secretary of state. Sithi used to be the owner of the pro-opposition Moneaksekar Khmer newspaper and has been sued by the ruling CPP for defamation on multiple occasions.

In November last year, Sithi asked then-Prime Minister Hun Sen to join the Cambodian People’s Party because of its good policies and denied he was being coerced to join the party.

The government also appointed Khat Sothy as an undersecretary of state at the Ministry of Agriculture on November 30, 2023. Sothy was a member of the Grassroots Democratic Party and moved to the ruling party with senior party officials Yang Saing Koma and Loek Sothea.

The king also signed a document appointing Ouk Chandra as Cambodia’s ambassador to Malaysia on November 30, 2023, replacing Ney Sam Ol. Sam Ol was on the same day appointed as an adviser to the Foreign Ministry, with the ministry website now stating that he is chief of the information, research and analysis group at the ministry.

The government also handed honorary medals to 22 donors, including the directors of two Cambodia registered companies — Eradh & Reyadh Development & Commercial Investment and Alkadeeria Investment Co. Ltd. It was unclear what these companies did but their directors had addresses in Algeria and Saudi Arabia. Two other recipients are from the Cambodian Muslim Cooperative.
