Ministries’ Annual Budget Plans Outlined in Royal Gazette

Budget documents outlining government ministries’ expected spending and incomes for 2023 have been included in books 76 and 77 of the Royal Gazette.

The two books, publicly released on May 12, contain documents signed by Prime Minister Hun Sen on December 26, 2022, showing expenditures and revenues expected by ministry.

The first document, spanning seven pages in book 76, contains revenue expectations broken down by categories including domestic taxes, sales, state property rentals, services, donations and sponsorship, taxes on external investment, and fines. It puts total national revenue at 34,165,163 million riel, or about $8.5 billion.

The second document, which fills 23 pages in book 77, contains expenditures, and totals 36,603,698 million riel, or about $9.2 billion.

Some 34 ministries and state institutions have their budgets broken down into purchases, services, staff, social benefits, subsidies and other categories.

Media reporting found that the Finance Ministry’s share in the budget rose as much as sixfold for 2023. It was not immediately clear why some reports cited different totals for expenditures and revenue.
